En este texto se propone el estudio del fenómeno de la vida en la calle a partir de la intención de visualizar a las personas que lo protagonizan como agentes, esto es como sujetos que pueden actuar y tener conciencia de su acción, perspectiva casi totalmente ausente tanto en los estudios hasta ahora realizados como en nuestros cotidianos modos de relación con ellos. Para tales efectos, su diseño se propone un acercamiento en cuatro direcciones complementarias, a saber, la aproximación a (...) los significados dados por estos hombres y mujeres a sus experiencias de vida, el conocimiento de las prácticas e interacciones que establecen cotidianamente, su articulación en diálogo con otras retóricas de la marginación junto a las cuales co-construyen el fenómeno, y su puesta en relación con el contexto y otros procesos que lo engloban y junto a los cuales se desarrolla. A la luz del relato de Carolina María de Jesús, una temprana cartonera de la favela de Canindé, en Sao Paulo, quien escribiendo su diario de vida en las mismas hojas que recogía en sus calles termina ofreciendo el más crudo y vívido relato de la vida en ellas, en este artículo se examina su testimonio y la escritura de él como una otra modalidad de práctica política, ello a partir del concepto de campos de acción social y política, y (...) su problematización a propósito del carácter colectivo de su contenido, el explícito interés de su autora de hacerlo público y la inadecuación, entre otros elementos, de las categorías con que se observa y distingue el fenómeno de la participación entre hombres y mujeres. Este escrito presenta una discusión relativa a la posibilidad de que memorias individuales provenientes desde diversos contextos nacionales, esto es, separadas por distancias tanto físicas como políticas, y reunidas por una temática más o menos próxima como la vivencia del muy amplio fenómeno del vagabundaje (o la situación de calle, como tiende a denominársele hoy en día), puedan constituir o constituirse en memoria colectiva dadas sus características en común. Ejercicio crítico bibliográfico sobre el particular, en la práctica también lo es (...) respecto a las formas convencionales de escritura ensayística, al adoptar el más contemporáneo formato del correo electrónico; esto a propósito de la incidencia que la comunicación virtual y las tecnologías asociadas a la Internet han abierto a la memoria y la identidad, al actuar como su cotidiano difuminador/recreador. En este artículo se estudia la estructura “artículo definido + nombre propio antropónimo” y su distribución de uso en casos de antropónimos femeninos y masculinos. Se parte del supuesto de que esta estructura es más frecuente cuando el antropónimo es femenino. Al ser expletiva la presencia del artículo ante los sustantivos propios y, por el contrario, ser requerido su uso o el de otro determinante, en posiciones sintácticas específicas, ante los sustantivos comunes, la aparición del artículo definido precediendo al antropónimo (...) femenino podría ser una marca del prejuicio social hacia la mujer. Para corroborar esta hipótesis, se realizó un rastreo del fenómeno estudiado en textos de prensa escrita chilena, con el objetivo de analizar su aparición y frecuencia de uso en los casos de antropónimo femenino y masculino. El artículo aborda las polémicas culturales desplegadas en Cuba en los inicios del magazine cultural de la Unión de Juventudes Comunistas, esencialmente las de El caimán barbudo, durante la permanencia de su primer equipo de redacción (1966-1967), que contó con la influencia notoria de la intelectualidad surgida a raíz del trabajo del Departamento de Filosofía de la Universidad de La Habana. Para tal fin, se analizan los debates de su director, Jesús Díaz, publicados en las revistas Bohemia (1966) y La (...) Gaceta de Cuba (1966), con Ana María Simó (antigua codirectora de la editorial El Puente) y con Jesús Orta Ruiz, conocido como El Indio Naborí. Asimismo, se retoma la polémica entre el equipo editorial de El caimán barbudo y el poeta Heberto Padilla en torno a las novelas de Lisandro Otero Pasión de Urbino (1966) y del ya por entonces emigrado Guillermo Cabrera Infante Tres tristes Tigres (1967). De este modo, se inquiere en la heterogeneidad que distinguió la práctica cultural de la isla en el período, a la vez que se subraya el afán polemista que caracterizó las discusiones entre arte y política establecidas por las divergentes corrientes estéticas integradas al proceso revolucionario. Con el horizonte de una marcada preocupación ante el problema que se le plantea a la Lengua española por el abandono a que la somete el imperio de la Lengua inglesa en la creación y uso de términos científicos, y por el exilio lingüístico de los científicos españoles, en este trabajo se tratan los siguientes problemas: 1) la dificultad del Lenguaje para la Filosofía, para la conceptualización y la designación; 2) la participación de los científicos españoles en las tareas de (...) la Academia Española, particularizada en Leonardo Torres Quevedo y Blas Cabrera; 3) el panorama del Español científico ante la creación y el uso de términos; para terminar con 4) la exposición de algunas vías para detener el proceso de deterioro de la Lengua española. En los últimos tiempos el derecho ambiental ha ganado un puesto importante en el ámbito jurídico, hecho que refleja la preocupación que hoy se tiene por la relación del hombre con su entorno. Desde hace quince años, la Universidad Colegio Mayor de Nuestra señora del Rosario, por intermedio de su Facultad de Jurisprudencia y concretamente de la Especialización y la línea de investigación en Derecho Ambiental, ha propuesto a través de diversos proyectos avanzar en el conocimiento y análisis del ordenamiento (...) jurídico ambiental, aportando así al desarrollo, estructura y consolidación de esta rama jurídica. Bajo estos parámetros, el objetivo de esta publicación es hacer algunas reflexiones en torno a distintos temas que dentro del derecho público impactan o influyen al derecho ambiental y responder a los enormes desafíos que se presentan en la materia. Por tanto, el programa quiere contribuir desde la academia al diálogo crítico y propositivo que permita dar solución a los problemas encontrados en la aplicación del derecho ambiental. En el primer capítulo, Gloria Amparo Rodriguez describe los ordenamientos jurídicos constitucionales de Colombia, Ecuador y Bolivia a fin de analizar la forma en que cada uno de ellos consagra el derecho a un ambiente sano. A continuación, Martha Ovalle y Zelba Nidia Castro de Perez realizan un estudio de los principios de precaución y prevención, exponiendo su alcance, su fundamento desde el derecho internacional y cómo vienen siendo entendidos por nuestro ordenamiento jurídico, tanto jurisprudencial como legal. Luis Adolfo Diazgranados se ocupa de la responsabilidad de los funcionarios públicos en materia ambiental, para lo cual realiza un análisis de los deberes consagrados en la normatividad vigente. Continuando con esta temática, el profesor Jorge Agudo Gonzalez, de la Universidad Autónoma de Madrid, explora la incidencia del ambiente y los recursos naturales en los procesos contractuales, a fin de mostrar cómo estas materias se han constituido en variable fundamental en el devenir de la formación, celebración y ejecución de los contratos, desde un punto de vista crítico, los aspectos importantes del proceso sancionatorio ambiental, evidenciando las falencias y vacios del a Ley 1333 de 2009. Jairo Cabrera plantea algunas reflexiones sobre la responsabilidad, valiéndose de la doctrina internacional, sobre la problemática de la reparación por daño ambiental. Por su parte, Leonardo Güiza Suárez explica el régimen general de la responsabilidad ambiental en el ordenamiento jurídico a partir del daño de los bosques naturales y su incidencia sobre los derechos humanos. Andres Gomez Rey, desde la teoría del acto administrativo, desarrolla el análisis crítico del régimen jurídico de las aguas superficiales en el derecho ambiental. Giovani J. Herrera Carrascal realiza una disertación sobre los recursos naturales y el ambiente como elementos del espacio público que a su vez constituye en un componente del medio ambiente urbano a partir de la jurisprudencia y de las competencias respectivas. Por último, Marybell Ochoa Miranda trate el tema de los residuos hospitalarios en Colombia, exponiendo su régimen jurídico, las competencias de las autoridades ambientales, los deberes que en estos asuntos tienen los ciudadanos, proponiendo lineamientos para avanzar en la consolidación de la gestión integral de residuos hospitalarios y similares. Biological regulation is what allows an organism to handle the effects of a perturbation, modulating its own constitutive dynamics in response to particular changes in internal and external conditions. With the central focus of analysis on the case of minimal living systems, we argue that regulation consists in a specific form of second-order control, exerted over the core regime of production and maintenance of the components that actually put together the organism. The main argument is that regulation requires a distinctive (...) architecture of functional relationships, and specifically the action of a dedicated subsystem whose activity is dynamically decoupled from that of the constitutive regime. We distinguish between two major ways in which control mechanisms contribute to the maintenance of a biological organisation in response to internal and external perturbations: dynamic stability and regulation. Based on this distinction an explicit definition and a set of organisational requirements for regulation are provided, and thoroughly illustrated through the examples of bacterial chemotaxis and the lac-operon. The analysis enables us to mark out the differences between regulation and closely related concepts such as feedback, robustness and homeostasis. (shrink)

In this paper we address the question of minimal cognition by investigating the origin of some crucial cognitive properties from the very basic organisation of biological systems. More specifically, we propose a theoretical model of how a system can distinguish between specific features of its interaction with the environment, which is a fundamental requirement for the emergence of minimal forms of cognition. We argue that the appearance of this capacity is grounded in the molecular domain, and originates from basic mechanisms (...) of biological regulation. In doing so, our aim is to provide a theoretical account that can also work as a possible conceptual bridge between Synthetic Biology and Artificial Intelligence. In fact, we argue, Synthetic Biology can contribute to the study of minimal cognition, by providing a privileged approach to the study of these mechanisms by means of artificial systems. (shrink)

The aim of this essay is to provide an overview of New Realism in its opposition and reaction to Postmodernism. An analysis of the implications of both philosophical approaches in diverse fields will be offered, from epistemology, to politics, to ethics. Ethical new realism is presented as particularly promising and important to the future of philosophy.

ABSTRACT The paper intends to build a dialogue between Nāgārjuna and Schelling on Self, world, and standpoints, taking as main references Nāgārjuna's The Fundamental Verses of the Middle Way and Schelling's Philosophical Letters on Dogmatism and Criticism. Whereas Nāgārjuna criticizes the substantialization of beings by resorting to the discourse of the dependent co-origination in order to overcome suffering, Schelling, on his turn, refutes the fanaticism based on dogmatism's tenets in favor of the criticism interpreted according to its spirit, and not (...) according to its letter, in order to emancipate humanity. Starting with a succint contextualization of the Eastern and Western philosophical discourse, proceeding further to discuss the philosophies of both thinkers, the paper is concluded by assessing their theories. RESUMO O artigo pretende construir as linhas gerais do diálogo entre Nāgārjuna e Schelling sobre o eu, o mundo e os pontos de vista sobre eles, tomando como referência seus respectivos textos: Versos fundamentais sobre o caminho do meio e cartas filosóficas sobre dogmatismo e criticismo. Enquanto Nāgārjuna critica a substancialização dos entes em favor da explicação destes por meio do discurso calcado na cooriginação dependente tendo em vista a superação do sofrimento, Schelling, por seu turno, rejeita o delírio fanático ancorado nas teses do dogmatismo em favor de uma filosofia crítica, interpretada segundo seu espírito e não de acordo com sua letra, tendo em vista emancipar a humanidade. Iniciando com uma sucinta contextualização do discurso filosófico oriental e ocidental, passando, posteriormente, para a apresentação do pensamento dos dois autores, o artigo é encerrado com uma avaliação de suas teorias. Los precedentes de la cibernética se encuentran claramente en Aristóteles, quien distingue entre operaciones vitales "praxis" y movimientos físicos "kinesis", y habla de la información como modificación de un estado de equilibrio y de la retroalimentaáón como el modo de controlar la información. Desde ahí se descubre que en Aristóteles el modelo morfotélico es superior al modelo hilemórfico.

In this article I review the anthology Experiencing Animal Minds: An Anthology of Animal-Human Encounters, edited by Julie A. Smith and Robert W. Mitchell. Apart from providing an overview of the arguments proposed in the book, I propose Jakob von Uexküll’s (1909/1985) idea that we should get rid of the anthropocentric prejudice that animal lives belong to the same frame as ours. The animal other has to be studied from his or her own perspective, not from ours, as we try (...) to reconsider from the right perspective the ontological break of the single word "animal" proposed by Jacques Derrida (2008). Entfremdung and Neutralisierung are the main characters of the Ästhetisierung and they are one with the distraction as principle of reception and the conformism as principle of valuation. This is the context of the aura’s decline. The Adorno’s critical essay on the radio (1963) analyses the transformation of works of art in (...) cultural gifts and, in particular, the loss of autonomy of the musical work of art in the radio listening. The Adorno’s remarks recognize the historical character of aura and a new possibility that it can re-emerge in a new historical dimension of the music. (shrink)

Nuestro punto de partida es el planteamiento de Merleau-Ponty de una ontología de lo sensible concebida como endo o intra-ontología. La exigencia de pensar al ser desde dentro del ser, hecha por esta ontología, implica reconocer la existencia de un vínculo originario – sensible – entre el sujeto y el mundo. Este vínculo es entendido como el ‘punto de cruce’ – de quiasmo – que defi ne nuestra existencia como ser en el mundo. Ser en el mundo es ser en (...) el espacio como espacio vivido, espacio de experiencia. El aporte de Merleau-Ponty está en concebir una espacialidad originaria, no determinada solamente por nuestra existencia corporal, sino como parte constitutiva del mundo, del ser. El propósito de este trabajo es, en este contexto, mostrar que en la concepción ontológica de la experiencia sensible como experiencia de quiasmo – de reversibilidad – el espacio vivido se revela como un espacio habitado corporalmente. Este planteamiento lo desarrollamos en dos apartados generales: 1. Intra o endo-ontología y 2. El cuerpo como expresión o el habitar corporalmente en el espacio. (shrink)

Analizamos las transformaciones de la noción de "horizonte" en la modernidad a través de sus usos en obras científicas del período 1440-1624; en particular, en el marco de la discusión que tuvo lugar a propósito de la disputa entre geocentristas y heliocentristas con relación al argumento ptolemaico que establecía que el comportamiento del horizonte probaba la posición central de la Tierra. Señalamos cómo el concepto de "horizonte" es representativo de otros conceptos fundamentales que caracterizan a los sistemas cosmológicos en pugna, (...) de los respectivos sentidos de realidad y del correspondiente carácter de la observación. Mostramos cómo el estudio de los cambios conceptuales históricamente operados en la noción de "horizonte" implica una nueva aproximación a la denominada revolución científica. We analyze the transformations of the notion of horizon in modernity through the different uses that it had in scientific works, written between 1440 and 1624, in which there was discussion of the Ptolemaic argument for the view that the behavior of the horizon proves the centrality of the Earth. We show how the concept of horizon represents other fundamental concepts, which characterize the cosmological systems in dispute and their respective senses of reality and observation. We maintain that the study of the conceptual changes that took place historically in the notion of horizon imply taking a new approach to the so-called Scientific Revolution. (shrink)

São analisadas as obras de Forbonnais, de Tucker, de Gournay, da fisiocracia e de Turgot. AbstractThe decades of 1750 and 1760 were the founding years of modern economics. One of the central notions to take shape in this period was the idea of the market as a spontaneous order. This paper defends that this idea has its origins in the way the economists of the period reformulated the thesis of the natural sociability of humankind, by assuming commerce as the privileged place of its operations. This thesis offers the background of the 1760’s debate on value that characterizes economics from that time on. The works of Forbonnais, Tucker, Gournay, Physiocracy and Turgot are analised. The nature of our obligation to obey the law has consistently been an important object of philosophical dispute. Fair play based theories of obligation purport to show that it is unfair for us to benefit from an organizational scheme (such as the state) without contributing our fair share to the provision of goods. George Klosko is a major proponent of this approach. I develop his particular version of the argument from fair play into a defensible theory of citizens’ obligation to (...) obey the laws of their state. (shrink)

Dans cet article, nous examinerons quelques aspects de la syntaxe du sujet dans les dialectes occitans du Piémont occidental, dans les dialectes francoprovençaux du Piémont occidental et du Val d’Aoste, y compris les parlers de Celle di Faeto (francoprovençal) dans les Pouilles et de Guardia Piemontese (occitan) en Calabre : l’existence de clitiques sujets, l’absence de l’accord entre verbe et sujet post-posé, l’inversion du verbe et du clitique sujet dans les constructions interrogatives. Toutes ces propriétés morphosyntaxiques qui apparaissent dans les (...) dialectes occitans et francoprovençaux caractérisent également les autres dialectes de l’Italie septentrionale (Bracco, Brandi et Cordin 1985, Poletto 1993, 2000, Rizzi 1986). En revanche, les dialectes occitans et francoprovençaux ne forment pas un groupe identifiable d’une manière univoque, mais ils se subdivisent en typologies grammaticales différentes. (shrink)

Could global government be the answer to global poverty and starvation? Cosmopolitan thinkers challenge the widely held belief that we owe more to our co-citizens than to those in other countries. This book offers a moral argument for world government, claiming that not only do we have strong obligations to people elsewhere, but that accountable integration among nation-states will help ensure that all persons can lead a decent life. Cabrera considers both the views of those political philosophers who say (...) we have much stronger obligations to help our co-citizens than foreigners and those cosmopolitans who say our duties are equally strong to each but resist restructuring. He then outlines his own position, using the European Union as a partial model for the integrated alternative and advocating instituting EU-style supranational government, development aid, and free movement of persons in the Americas and other regions. Over time, Cabrera argues that the transformation of the global system into a cohesive network of democratic institutions would help ensure that anyone born anywhere could lead a decent life. In this novel account of global citizenship, Luis Cabrera argues that all individuals have a global duty to contribute directly to human rights protections and to promote rights-enhancing political integration between states. The Practice of Global Citizenship blends careful moral argument with compelling narratives from field research among unauthorized immigrants, activists seeking to protect their rights, and the 'Minuteman' activists striving to keep them out. Immigrant-rights activists, especially those conducting humanitarian patrols for border-crossers stranded in the brutal Arizona desert, (...) are shown as embodying aspects of global citizenship. Unauthorized immigrants themselves are shown to be enacting a form of global 'civil' disobedience, claiming the economic rights central to the emerging global normative charter while challenging the restrictive membership regimes that are the norm in the current global system. In this paper, I consider the relationship between Inference to the Best Explanation and Bayesianism, both of which are well-known accounts of the nature of scientific inference. In Sect. 2, I give a brief overview of Bayesianism and IBE. In Sect. 3, I argue that IBE in its most prominently defended forms is difficult to reconcile with Bayesianism because not all of the items that feature on popular lists of “explanatory virtues”—by means of which IBE ranks competing explanations—have confirmational import. (...) Rather, some of the items that feature on these lists are “informational virtues”—properties that do not make a hypothesis \ more probable than some competitor \ given evidence E, but that, roughly-speaking, give that hypothesis greater informative content. In Sect. 4, I consider as a response to my argument a recent version of compatibilism which argues that IBE can provide further normative constraints on the objectively correct probability function. I argue that this response does not succeed, owing to the difficulty of defending with any generality such further normative constraints. Lastly, in Sect. 5, I propose that IBE should be regarded, not as a theory of scientific inference, but rather as a theory of when we ought to “accept” H, where the acceptability of H is fixed by the goals of science and concerns whether H is worthy of commitment as research program. In this way, IBE and Bayesianism, as I will show, can be made compatible, and thus the Bayesian and the proponent of IBE can be friends. (shrink)

In this paper, I offer an analysis of the radical disagreement over the adequacy of string theory. The prominence of string theory despite its notorious lack of empirical support is sometimes explained as a troubling case of science gone awry, driven largely by sociological mechanisms such as groupthink (e.g. Smolin 2006). Others, such as Dawid (2013), explain the controversy by positing a methodological revolution of sorts, according to which string theorists have quietly turned to nonempirical methods of theory assessment given (...) the technological inability to directly test the theory. The appropriate response, according to Dawid, is to acknowledge this development and widen the canons of acceptable scientific methods. As I’ll argue, however, the current situation in fundamental physics does not require either of these responses. Rather, as I’ll suggest, much of the controversy stems from a failure to properly distinguish the “context of justification” from the “context of pursuit”. Both those who accuse string theorists of betraying the scientific method and those who advocate an enlarged conception of scientific methodology objectionably conflate epistemic justification with judgements of pursuit-worthiness. Once we get clear about this distinction and about the different norms governing the two contexts, the current situation in fundamental physics becomes much less puzzling. After defending this diagnosis of the controversy, I’ll show how the argument patterns that have been posited by Dawid as constituting an emergent methodological revolution in science are better off if reworked as arguments belonging to the context of pursuit. In this article, I will provide a critical overview of the form of non-deductive reasoning commonly known as “Inference to the Best Explanation” (IBE). Roughly speaking, according to IBE, we ought to infer the hypothesis that provides the best explanation of our evidence. In section 2, I survey some contemporary formulations of IBE and highlight some of its putative applications. In section 3, I distinguish IBE from C.S. Peirce’s notion of abduction. After underlining some of the essential elements of IBE, (...) the rest of the entry is organized around an examination of various problems that IBE confronts, along with some extant attempts to address these problems. In section 4, I consider the question of when a fact requires an explanation, since presumably IBE applies only in cases where some explanation is called for. In section 5, I consider the difficult question of how we ought to understand IBE in light of the fact that among philosophers, there is significant disagreement about what constitutes an explanation. In section 6, I consider different strategies for justifying the truth-conduciveness of the explanatory virtues, e.g., simplicity, unification, scope, etc., criteria which play an indispensable role in any given application of IBE. In section 7, I survey some of the most recent literature on IBE, much of which consists of investigations of the status of IBE from the standpoint of the Bayesian philosophy of science. (shrink)

In the last two decades, a robust consensus has emerged among philosophers of science, whereby political, ethical, or social values must play some role in scientific inquiry, and that the ‘value-free ideal’ is thus a misguided conception of science. However, the question of how to distinguish, in a principled way, which values may legitimately influence science remains. This question, which has been dubbed the ‘new demarcation problem,’ has until recently received comparatively less attention from philosophers of science. In this paper, (...) I appeal to Rawls’s theory of justice (1971) on the basis of which I defend a Rawlsian solution to the new demarcation problem. As I argue, the Rawlsian solution places plausible constraints on which values ought to influence scientific inquiry, and, moreover, can be fruitfully applied to concrete cases to determine how the conflicting interests of stakeholders should be balanced. After considering and responding to the objection that Rawls’s theory of justice applies only to the “basic structure” of society, I compare the Rawlsian solution to some other approaches to the new demarcation problem, especially those that emphasize democratic criteria. In this paper, I critically evaluate several related, provocative claims made by proponents of data-intensive science and “Big Data” which bear on scientific methodology, especially the claim that scientists will soon no longer have any use for familiar concepts like causation and explanation. After introducing the issue, in Section 2, I elaborate on the alleged changes to scientific method that feature prominently in discussions of Big Data. In Section 3, I argue that these methodological claims are in tension with a (...) prominent account of scientific method, often called “Inference to the Best Explanation”. Later on, in Section 3, I consider an argument against IBE that will be congenial to proponents of Big Data, namely, the argument due to Roche and Sober Analysis, 73:659–668, that “explanatoriness is evidentially irrelevant.” This argument is based on Bayesianism, one of the most prominent general accounts of theory-confirmation. In Section 4, I consider some extant responses to this argument, especially that of Climenhaga Philosophy of Science, 84:359–368,. In Section 5, I argue that Roche and Sober’s argument does not show that explanatory reasoning is dispensable. In Section 6, I argue that there is good reason to think explanatory reasoning will continue to prove indispensable in scientific practice. Drawing on Cicero’s oft-neglected De Divinatione, I formulate what I call the “Ciceronian Causal-nomological Requirement”, which states, roughly, that causal-nomological knowledge is essential for relying on correlations in predictive inference. In this article, I consider an important challenge to the popular theory of scientific inference commonly known as ‘inference to the best explanation’, one that has received scant attention.1 1 The problem is that there exists a wide array of rival models of explanation, thus leaving IBE objectionably indeterminate. First, I briefly introduce IBE. Then, I motivate the problem and offer three potential solutions, the most plausible of which is to adopt a kind of pluralism about the rival models of (...) explanation. However, I argue that how ranking explanations on this pluralistic account of IBE remains obscure and pluralism leads to contradictory results. In light of these objections, I attempt to dissolve the problem by showing why IBE does not require a ‘model’ of explanation and by giving an account of what explanation consists in within the context of IBE. In this paper, I examine Cicero’s oft-neglected De Divinatione, a dialogue investigating the legitimacy of the practice of divination. First, I offer a novel analysis of the main arguments for divination given by Quintus, highlighting the fact that he employs two logically distinct argument forms. Next, I turn to the first of the main arguments against divination given by Marcus. Here I show, with the help of modern probabilistic tools, that Marcus’ skeptical response is far from the decisive, proto-naturalistic assault (...) on superstition that it is sometimes portrayed to be. Then, I offer an extended analysis of the second of the main arguments against divination given by Marcus. Inspired by Marcus’ second main argument, I formulate, explicate, and defend a substantive principle of scientific methodology that I call the “Ciceronian Causal-Nomological Requirement” (CCR). Roughly, this principle states that causal knowledge is essential for relying on correlations in predictive inference. Although I go on to argue that Marcus’ application of the CCR in his debate with Quintus is dialectically inadequate, I conclude that De Divinatione deserves its place in Cicero’s philosophical corpus, and that ultimately, its significance for the history and philosophy of science ought to be recognized. Cosmopolitanism is said by many critics to be arrogant. In emphasizing universal principles and granting no fundamental moral significance to national or other group belonging, it wrongly treats those making non-universalist claims as not authorized to speak, while treating those in non-Western societies as not qualified. This book works to address such objections. It does so in part by engaging the work of B.R. Ambedkar, architect of India's 1950 Constitution and revered champion of the country's Dalits (formerly "untouchables"). Ambedkar cited (...) universal principles of equality and rights in confronting domestic exclusions and the "arrogance" of caste. He sought to advance forms of political humility, or the affirmation of equal standing within political institutions and openness to input and challenge within them. This book examines how an "institutional global citizenship" approach to cosmopolitanism could similarly advance political humility, in supporting the development of input and challenge mechanisms beyond the state. It employs a grounded normative theory method, taking insights for the model from field research among Dalit activists pressing for domestic reforms through the UN human rights regime, and from their critics in the Hindu nationalist Bharatiya Janata Party. Insights also are taken from Turkish protesters challenging a rising domestic authoritarianism, and from UK Independence Party members demanding "Brexit" from the European Union-in part because of possibilities that predominantly Muslim Turkey will join. Overall, it is shown, an appropriately configured institutional cosmopolitanism should orient fundamentally to political humility rather than arrogance, while holding significant potential for advancing global rights protections and more equitable rights specifications.
